More than 50,000 schools and anganwadis across Odisha cook fresh meals every single day, mostly on LPG or firewood. It is one of the largest untapped opportunities for solar cooking in the state.

Every school day, roughly 45 lakh children across Odisha sit down to a hot meal cooked at their school, through the PM POSHAN mid-day meal programme, reaching more than 50,000 government and government-aided schools statewide. Add the state's network of anganwadi centres, where younger children are fed daily as well, and the true number of daily meals being cooked at public institutions across Odisha runs into the tens of millions every single day. Almost none of that cooking happens on solar power. That gap is exactly where we think solar cooking has its biggest opportunity in the state, and it is why Green Filament has already started reaching out to anganwadi centres directly.

The Scale Most People Do Not Think About

It is easy to think of cooking fuel as a household problem. In Odisha, it is also a massive institutional one. The state recently expanded free mid-day meals to Class 9 and Class 10 students as well, on top of the existing programme for younger children, backed by a five year outlay of over 4,224 crore rupees expected to benefit close to 57 lakh students in total. Every one of those meals still has to be cooked, and most kitchens attached to schools and anganwadis run on LPG cylinders or, in more remote areas, firewood.

What Actually Goes Into a Mid-Day Meal Kitchen

The mid-day meal scheme is not loosely defined. Every meal served has to clear minimum nutrition standards set at the national level, at least 450 calories and 12 grams of protein for primary school children, rising to 700 calories and 20 grams of protein for upper primary students. Meeting that standard, every single school day, for tens of thousands of institutions, requires a kitchen that can cook reliably and consistently, not one that depends on whichever fuel happens to be available that week.

The cost structure behind this gives a sense of how thin the margins already are. Rice is supplied free through the Food Corporation of India, but the cooking cost itself, covering pulses, vegetables, oil and fuel together, is a fixed per-child amount shared between the central and state governments. As of recent rates, that works out to a few rupees per child per day for the cooking cost alone. Fuel is only one part of that small allocation, which means any recurring cost pressure from LPG price increases eats directly into an already tight budget meant to stretch across pulses, vegetables and oil as well.

Why This Is a Cooking Fuel Problem, Not Just a Nutrition One

A school or anganwadi kitchen that cooks daily meals for 20 to 100 children needs a steady, dependable heat source, every day, without fail. LPG cylinders have to be transported, tracked, and refilled constantly, which is a genuine logistical burden for a small anganwadi in a remote block, particularly where road access is poor or the nearest LPG dealer is a significant distance away. Firewood, where it is still used, brings the same problems we have written about before, smoke exposure for the women cooking, and health risks for children sitting nearby during meal preparation. Neither option is free, and neither is particularly reliable at this scale.

There is also a seasonal dimension to this that is easy to overlook. During monsoon months, when roads in remote parts of Odisha can become difficult to navigate, LPG cylinder delivery to isolated anganwadis can be delayed, sometimes for days. A kitchen that depends entirely on a single cylinder with no backup has very little room to absorb that kind of disruption without missing meals or falling back on firewood as a stopgap.

Where Solar Cooking Actually Fits

That predictability is what makes the economics of a battery-free system particularly strong for this specific use case, compared to a household that might want flexibility to cook at any hour.

Government cooking cost support for mid-day meals is calculated per child, per day, and covers pulses, vegetables, oil and fuel together. A solar cooking system does not remove the need for that budget, but it removes the ongoing fuel cost from it entirely once installed, freeing up whatever was being spent on LPG cylinders for other kitchen needs, potentially better quality vegetables, more consistent supply, or simply a buffer against future price increases. For a state running one of the largest school meal programmes in the country, even a modest shift toward solar cooking at scale, one anganwadi, one school kitchen at a time, adds up to a meaningful reduction in LPG dependence and smoke exposure across tens of thousands of institutions.
